The difference is resolution. at Normal TV has a resolution of 480.

a PC monitor can go way higher than 480. Probably around 1440 or more.

But that's the difference. A higher Pixel count. Probably a different Refresh rate too.

Technically, a television has tuners; a monitor does not. The monitor doesn't have a tuner it would need help in order to work with an antenna. The help would come in the form of an external digital tuner or a digital-to-analog converter.
