The cross linked braids of wire / fibre in a pipe are to reinforce the basic structure. These are mostly for pipes being used in high pressure or temperature use , where the pipes are flexible but need the reinforcement to hold together. The high pressure will tend to expand the pipe so the braids hold it together to sustain this impact of pressure + temperature.
