If a refrigerator were in a room so cold that the outside temperature caused the refrigerator to be very cold inside, the thermostat in the refrigerator might not ever cause the device to actually use any energy. For most normal purposes, the refrigerator will be better off in a cooler room simply because the outside atmosphere will not be constantly warming up the fridge from the outside. Think about how much more you need the air conditioning on to keep a room at 70 degrees on a hot day than on a cold one.
