Defraggler is a defragmenting tool. One that I highly recommend. It goes further than the one provided in Windows itself. Defragmenting your hard drive puts all of the pieces of file on one place, speeding up your computer.
If you have a solid state drive, don't defragment it, it won't help any.

Can i use ccleaner and defraggler at the same time?
Yes, they will run simultaneously, but why? Defraggler will reorganize and defrag your files, while CCleaner gets rid of some. So run CCleaner first then after the garbage has been taken out, run Defraggler to clean up your house. There is no point in defragging garbage.
When do you defrag a PC?
I believe you are recommended to defrag your computer at least once a year but to be safe i usually run one every 2 months or so. I personally recommend you use a program called defraggler which does a good job at defragging.

Best thing would be to defragment the hard drive. I recommend Defraggler by Piriform. Also deleting temp files and doing a disk check will help.

It's called disk defragmenter. Windows has an in built disk defragmenter which I haven't found to be that good. Lot of times you would find that it starts from 0%. Primarily it is due to other programs running and accessing the disk. Well i had a virus on my sylvania mp3 smpk8854 and what i did was connect it to my computer and opened up "Defraggler" and defraged it. After that just turn it off and turn it back on and it took the virus off.
