I think you're probably refering to the 1986 Statue of Liberty Centennial Dollar (which has the words "Ellis Island Gateway to America" on the obverse to the left of the Statue of Liberty). A 1900 silver dollar is a lady liberty Morgan silver dollar, not an Ellis Island silver dollar. There is no record of an Ellis Island silver dollar, so this may be some sort of commemorative coin.

They did not mint any silver dollars in 1906,at least thats what my deep research has shown! All I see is information pointing to it being a fake but also reference to it being a centennial coin 90% silver 10% copper and worth about $18.00 according to weight and current market value!

If it is dated 1908, it is a cheap Chinese counterfeit of the 1986 dollar, and it has no value.
