You have what are known as "old pesos". In January 1993, the Mexican government introduced the new peso, worth 1,000 of the old pesos and divided into 100 centavos, to simplify foreign exchange. Current exchange rates are based on these "new pesos". Your old pesos have become essentially worthless for exchange. You'll find them in coin dealer miscellaneous foreign coin bins for 5/$1.00 As far as the exchange rate, I believe your total of 1660 old centavos would be roughly 4 cents US. Even if you had a reasonable total amount for exchange, if is impossible to exchange coins from Another Country.

These are common items often found in a coin dealers miscellaneous foreign bin for about 25 cents. The conversion rate on the 1989 1000 is about $71 US dollars.
