It was an MMO where you could pick sides between the "gangsters" and the police. There was a level up system and upgrades between the both factions. Although on paper this equation looked good the game itself suffered from a myriad a flaws and people were'nt willing to pay to play it.
They have since made a APB reloaded, I have yet to hear anything from the current installmant.
