yes they can because they are water fleas
Food, shelter and warmth. (and protection from the few predators of fleas)
Fleas do not drink water from animals eyes. All they have to drink in blood as there food and water.
A few water fleas (Daphnia) prey on tiny crustaceans and rotifers, but most are filter feeders, ingesting unicellular algae and various sorts of organic detritus including protists and bacteria. They also eat forms of yeast, but mostly in laboratories or controlled environment. Daphnia can be kept easily on a diet of yeast.

Water is easily frightened.. Just make sudden movements and you will see it shake... no kidding.... So, fleas are attracted to fear.. Thats why dogs have them. right? So, it stands to reason that if you pour chlorine on a dog with fleas, the fleas will die. Works the same with water... Fun fact... If you water fleas they grow up to be fireflies... true story.
Daphnia is a multicellular crustacean, commonly known as a water flea. Water fleas are not really fleas at all, though they are called fleas.
