It is not an age restiction. It is a height/weight restriction for saftey from the passenger side airbag. 50 lbs and no booster seat is what is required.

It is not "age" that determines this ... more so "height" and "weight". State laws differ, but there are minimal height requirements for children using the regular seat belts in auto's and trucks.
The age that a child should use a car seat booster is when they are 2 years of age. Some kids need to use them a little bit earlier because weight and height has an effect on how earlier the kids need to use the booster seat.
