The 12 before that tells you the month it was certified. In this case, December. STR tells you its a Starcraft boat. The H tells you the location it was manufactured although I don't know what location H is. 8459 is the actual serial number of the boat. The only thing I don't know is what the A3 extension is for. My guess is that it designates this as an aluminum boat (the A in A3) but have no idea what the 3 would stand for. That's what I was researching when I came across this question.
