Well, anything can be dangerous if inhaled in sufficient quantities. Magnesium chloride (MgCl2) is a solid at room temperature, so it would be pretty difficult to stick up your nose unless it was a very fine powder, so yes, I suppose if you inhaled enough of it, it would be dangerous.
