Lynx - The World's Fastest Helicopter 20 Years On 11/08/2006 The 11th August marks the 20th anniversary of the Westland Lynx helicopter setting a new world helicopter speed record of 249.1 mph (400.87 kph). Although other attempts have been made, 20 years on Lynx retains the title as the world's fastest helicopter.
It depends on the control and make, it's like asking how fast a car is. Max, 200 miles per hour.
The Westland Lynx is the worlds fastest helicopter with a top speed of almost 322km/h(200mph), though an experimental Lynx with BERP rotors achieved a speed of 400km/h(250mph).
Helicopters have such a low top speed due to flaws inherent in their design. The actual rotor assembly is usually rotating at a fairly slow angular velocity but the rotor blade tips are traveling at very high speeds, several hundred miles an hour.
As the helicopter flies forward, one side of the rotor assembly is traveling forward faster than th other side relative to the surrounding air. With the rotor tip on the left side, assuming clockwise rotation, traveling faster than the blade on the opposite side causes a phenomen known as dissymmetry of lift. The advancing blade is traveling faster than the retreating blade which results in the advancing rotor producing more lift than normal while the oppsoite is true at the other side. However this is countered by what is called "blade flapping". The rotor blade is designed to twist when it experiences dissymmetry of lift, changing the angle of attack and thus balance out the forces involved.
However as the linear speed of the helicopter increases, the relative speed of the helicopters left hand, retreating blades relative speed decreases until it stalls and stops producing lift while the opposite side is producing lift. This results in the helicopter trying to roll itself over and can easily result in loss of control.
The world record speed attained in a helicopter is 249.09 mph (400.87 km/h). This record was set by a Eurocopter X3 experimental compound helicopter in 2013.

There are so many !!
Lynx ZB-500 249.09 mph world record. Fastest helicopter.
The current record is 46.52 knots (86.16 km/h or 53.53 mph). The world record was established back in 1993 at Sandy Point, Australiaby Simon McKeon and his vessel Yellow Pages Endeavour, a trimaran.
Quoth the wikipedia:According to the 2001 Guinness World Records Apollo 10 set the record for the highest speed attained by a manned vehicle at 39,897 km/h (11.08 km/s or 24,791 mph). The speed record was set during the return from the Moon on May 26, 1969.Full article linked below.
As both the World Land Speed Record and the World Water Speed Record are under constant challenge you question cannot be given a simple answer.
The average speed of the world record in the 100m dash is around 37.58 km/h (23.35 mph).
The world record for speed stacking a set of 6 cups is 1.847 seconds, achieved by Steven Purugganan in 2018.

Usually you don't fly higher than 12,000 feet in a helicopter, because of the lack of oxygen at those high altitudes. However, there is a world record, holding up for 40 years: On June 12, 1972 Jean Boulet piloted the Aerospatiale SA-315 Lama to a helicopter absolute world altitude record of 40,820 feet.
the highest speed rate was 11 mph, but that was a world record
It's Thrust SSC, the holder of the world land speed record of 763 mph
