New Hampshire marriage laws allow a female who is at least 13-years of age and/or a male who is at least 14-years of age to marry with the permission from a Justice of the N.H. Supreme Court or a Probate Judge in the county of residence. (FYI, the law is very old and permission for minors of such a young age to marry has not been granted in the past 70 years.)
All other states require parental, legal guardian or court permission for anyone under the legal age of majority to marry. The legal age of majority for states is 18, with the exception of Nebraska. The legal age of majority for Mississippi is now 18, but the marital age stipulation remains at 21 (who knows why) with a waiver of age available.
