This can be determined fairly accurately using the Doppler effect. The spectrum of a star has some very specific lines, which correspond to specific frequencies; these frequencies, and therefore the position of the lines, change position when the star moves towards us, or away from us.

The spectrum shift would be a shortened wavelength and is called "blue shift". The opposite - red shift - occurs when an object is moving away.

Most stars are moving away from Earth, as can be observed by the Doppler effect. This means the Universe is expanding.

they are moving in all directions away, toward, sideways relative to EarthNearly all galaxies are moving away from the Earth. This is because the universe is expanding.

Is the Black Eye galaxy moving toward away or neither from Earth?

The Black Eye Galaxy [See Link] has a redshift of 0.001361, so it is moving away from us. Currently at 24 million light years from Earth

Are most volcanoes on land caused by the Earth's plates moving away from each other or moving toward each other?

all volcanoes are caused by the earths plates moving toward each other and that is called convergent boundaries.

Which has a higher frequency a star moving away from earth or towards earth?

I would think that current evidence suggests that the stars moving away from earth, some of them in far distant galaxies moving at unimaginably high speeds, are going much faster than stars moving toward us. The entire Andromeda galaxy is moving toward us and will collide with us in roughly 5 billion years, and it is not moving anywhere near as fast as the distant retreating galaxies.

Objects that are moving away from us give off what light and objects that aremoving toward us gives what light?

Due to the doppler effect, objects moving toward us will be slightly more red than what they actually are, and objects moving away will be slightly more blue. Think of it like a siren coming toward you and moving away from you. If it is moving toward you, it will be slightly higher than what it really sounds like. If it is moving away it will have a slightly lower pitch.

Does the velocity of a star toward or away from earth determine measuring the shift of its spectral lines?

Yes. If the star is moving away from the Earth, its spectral lines will shift towards the red end of the spectrum. If it is moving towards the Earth, its spectral lines will shift towards the violet end of the spectrum. This is due to Doppler effect.
