You changed the filter and the fluid, first and second gear seem to be fine, so what it could be is that something might be jammed in between the gears or the may itself may be damaged. I had a similar problem on my '91 Mazda van. That maybe what it is, what I would recommend to you is to take it in if you can and get it looked at or if it's cheaper, get a tranny from the junk yard. Which ever way's easier for you.

Toyota Tercels do not have cabin air filters. Toyota did not put a cabin air filter in any Tercel sold in the US
Shifting of the automatic transmission should be smooth. Try changing the transmission oil and filter. If you take it to be done make sure you specify that you want the pan dropped and the filter replaced, as many places suck out the old fluid and do not change the filter.

The filter on the CD4E automatic trans is NOT user changeable - it's way up inside and doesn't require regular / routine changing.
It could Be a couple of things but first try changing your fuel and air filter. is it an automatic?
