What is wrong if your bathroom has a sewer smell that's stronger in the evenings and sometimes there is a day or so you really don't smell it but most days you do and you live on a second floor?

Sounds like an "open" connection to the sewer pipes to me. First You have to locate where the smell really is comming from. I.e. the sink (just snif above the sink) or any other hole. Ones you have located the smell you know where to look at. First take a view at the pipes underneath this hole (i.e. under the sink) there has to be a special pipe looks like a nignty-degrees angled "S" if this is not installed have it installed. After this is installed the water in this "S" will block the sewersmell. If it IS installed, clean it by unscrewing it. By the way this is how it is done in The Netherlands. :-) So locally it could be different. Else ask your local plummer.
