The 2 resistors in the guage cluster have come unsoldered. It is an easy fix.

The odometer unit has failed and will need replaced.
The most common reason for a 1996 Chrysler Cirrus odometer and RPM gauge to stop working is a fuse. If the fuse is removed from the dash and replaced, often times the odometer and RPM gauge will begin working.
Check your grounding on your temp sending unit.

The gauge has failed.
If both odometer and speedometer are not working I would blame the vehicle speed sensor. If just the odometer isn't working the gauge cluster assembly needs to be replaced with a reconditioned one.
Usually the cluster has failed. You will need a new one, or a used one that has the same mileage showing.
