If your spayed dog is bleeding, there is a seriousproblem. Spayed dogs don't bleed (in heat terms), period. You really need to see the vet if there is blood or anything else coming from the vulva from a fixed dog.
If your dog has a few drops of blood on the wound, that is normal, but if you see more blood than that (the dog is leaving a bloody trail after him, or you see a large smear of blood under your dog) take him back to the vet who performed the surgery as soon as possible.

Nothing is really wrong, actually my dog bled for about 8-9 weeks after giving birth to a litter of eight. I think that if she is still bleeding 9-12 weeks after she should be taken to a vet jus to make sure every thing is alright with her body.
If the dog was in heat when she was spayed, yes she may spot blood for a bit after the surgery. However, if it has been several weeks since the surgery your dog should not be spotting blood from her vulva.
It is possible that she has an internal injury, you want to get her to a vet as soon as possible.
A spayed female is almost the exact same as a spayed person. Although the ability to procreate is no longer possible. They still go through menstrual cycles like a woman does
