Well you definitely want a Digital SLR rather than a point and shoot. Some good cheaper DSLRs are the Canon XSi, the Nikon D3000, and the Sony a230. From there the quality basically depends on the lens. If you want a good quality lens without spending a lot of money, get a 50mm 1.8 prime lens. These are around $100 and you'll have very sharp images, and also be able to shoot in lower light with the wide aperture. The only thing you lose is the versatility of having a zoom lens, but to get a zoom lens with that good of image quality you would have to pay at least $500-$600.
