Well, you don't want a large dog since they need too much exercise. You also should stay away from terriers and hounds for the same reason. Some good apartment dogs include; Chihuahuas, doberman pinschers (But they can be quite yappy), Yorkshire terriers (Yes I realize they're terriers but they would still be fine), dauchshunds (Weiner dogs), pomeranians (Which are adorable), pugs, shiz-zhus, and small poodles. You may also want to consider mixed breed dogs, one I would recomend is the cockapoo. They're hypo-allergenic and are very sweet.
Preferably small dogs that don't need too much attention and are not too hyper-active, if you for instance get a new-york shire terrier or any sort of terrier, they would suit apartment life, but remember to take the dog for a walk at least every second day so they aren't always stuck in a building, also remember if you are actually aloud to have the dog in the apartment.

Honestly, it depends on the owner and apartment location. If you get a dog that's known to have a lot of energy, but you can manage to walk it twice a day, you may be fine. Getting a small dog, simply because it is small, is not the proper mindset for someone living in an apartment. Smaller dogs tend to bark quite a lot and from personal experience apartment walls tend to be pretty thin and you wouldn't want to upset your neighbors. Scouts honor, I have heard that Great Danes are wonderful apartment dogs. Sure their tail may clear a coffee table, but they don't have a crapload of energy. I'm sure you came here to get information about particular breeds, but narrow your preferences down to, say, three dogs and ask your local shelters or read about their energy levels on Wikipedia etc.
Apartment dogs would be a dog that doesn't have much energy and doesn't bark a lot. A good apartment dog would also be a small dog that wouldn't take up alot of space. As alot of us know some dogs do need a lot of space so those dogs wouldn't be good dogs for apartments.... Hope this was helpful. :)
It depends on which apartments you acquire. Some apartments are in good areas and some apartments are not in good areas. Some apartments have amenities and some dont.
