Rome first had a monarchy then had a republic. It was much like what the United States has today. Then Julius Ceasar gained control and had the senate vote him in as a ruler with absolute power. This then switched Rome from a republic to an empire.

Rome's government was a limited republic. Only certain people were allowed to participate in politics based on the amount of property owned, gender, and possession of Roman citizenship. Those eligible could choose to run for elections to work their way up the "course of honor." A line of increasing powerful political/military positions ending in being one of two consul. The consuls took turns ruling for one month at time over the Senate, a body of the wealthiest citizens, for one year when new elections were held. The people, more accurately the males, had their own assembly that had limited voting rights in their own assembly.

Rome first had city-states that were ruled by kings (monarchy), then they had a republic. SPQR (Senatus Populusque Romanus which translates "the Senate and the people of Rome") was important for them because it meant that the kings were gone and the people had a say in the government.

ancient Rome had three types of government in its long history. The first was the monarchy, the second the republic and the third was the principate/dominate. The latter is many times called the "empire" but this is a false connotation.
