*One of the best and most effective brands is Krylon Fusion for plastic. The furniture does not need to be sanded or primed before painting and there is a short drying time. *I have also used the Krylon Fusion paint for plastic. The stuff works great. I pressure washed most of mine and that cleaned it up enough that I was happy. I pressure watch once a year or maybe more. * You can rent a pressure washer at the Home Depot, Lowe's, or a bunch of other places.
