Parliament was the ruler of England. But 4 the ruler of England during the Revolutionary War it was King George III.:) Elizabeth the first was actually the ruler before the revolutionary war.

King Edward I as well as the great council established Parliament because there was limited monarchy left in England. Parliament consisted of the House of Lords, and the House of Commons.
