The national standards are what each state bases their grade level standards off of. The national standards set the bar for all states to align their own standards to. There may be moderate differences, but overall they are suppose to be very similar.
In 1994, Congress created the National Skill Standards Board (NSSB) to develop a voluntary national system of skill standards, assessment, and certification.

The purpose of a National Vocational Qualification is to award a specific type of employment if it meets the required standards. These standards are based on the National Occupational Standards.
With some rare exceptions, the Army National Guard (and every state has one, and they're all the same) has to meet the same standards as the US Army; and for the Air National Guard, they have to meet the same standards as the US Air Force. Translation: If one is not qualified for the US Army/Air Force; then most likely they won't be for one of the components either (components=Reserves/National Guard). Standards for all services are based upon the needs of the service. During severe war time needs, such as WWII for example, the army may have lowered their age standard to 45 or 50 years old. When needs aren't that urgent, the military adjusts their standards (needs)...and might not take anybody over 35 years of age. But this is the 21st century! And times and the military are extremely different today (the US military is closer to being a law enforcement agency than it is a military element...since the new federal law was enacted during the Clinton administration allowing the US Military to conduct LAW ENFORCEMENT functions world wide). Prior to that law, the US Military could NOT to be used for police work, especially for arresting US Citizens! Unless martial law/or similar law was declared. The US Military, back then, was specifically for NATIONAL DEFENSE (National Security)! Not so today...they're law enforcement! So check into them, they "may hire" personnel of various standards to meet their needs. It doesn't hurt to try.
