A major factor in the US Embargo on Cuba was the nationalization of United States holdings. Cuba ceased oil refineries from the US and other foreign countries and put them under government control in June of 1960. In August 1960, Cuba began to seize all US properties with no compensation. Additionally, earlier in 1960, Cuba had resumed relations with the Soviet Union.
