I think you are referring to the French Revolution.

France had involved too much wars like the American Revolution. The national debt was now 2 billion livres. The financial system was too old to deal with these problems, but as the poor suffered, the rich continually splurged money.There was no internal trade, and many barriers. There were large tax increase like The Church taxed its land. Finally, a spiraling rate of unemployment and food prices.
