The decision in Plessy v. Ferguson, (1896) allowed new segregation laws to flourish, particularly in the Southern States. These statutes and policies, which seldom attempted to incorporate any semblance of "equal" into the "separate but equal" doctrine, became known as Jim Crow laws.

The term "Jim Crow" was pejorative slang for African-Americans that derived from white "comedian" TD "Daddy" Rice's black face parody of a crippled slave, Jim Crow, who sang and danced, "Jump Jim Crow" in the early-to-mid 19th century.
