It roughly translates to "just" a B. Not a B+ or a B-, but just a flat B.
It's very good, but if you are trying to get into an elite program with this GPA then you will still run into some trouble because this will be about the regular grade that everyone else is applying with. (Not trying to be harsh, but I've had more than one advisor tell me this about my 3.0 range GPA.)
The letter grade depends on which school, which program, and which course. For a standard grading curve, it is slightly above a 'B'.
