Riolu is one of those Pokemon that only evolves with maximum happiness and, in this case, only during daytime hours. Don't panic, this can easily be done by giving Riolu the soothe bell and riding back and forth across the Castelia Bridge a few times, then feed it a rare candy (if you have one left). Remember to save before you feed the rare candy because if it's not happy enough, you'll get a second chance this way.
