You can't evolve Haunter via normal leveling. Instead you can evolve it via linking with another game. Wait is this an old game. Since I knew Haunter back when I was 4. The Latest is Black and White.

∙ 13y agoSorry, Haunter only evolves into Gengar if you trade it to someone else. I does not evolve normally.
