An oligarchy is a form of government in which all power is vested in a few persons or in a dominant class or clique; government by the few. Which means the voting and decision making process is done with only a select group of people who are the ones ruling as a group. its like as if the 1st class group were to make all the decisions and the 2nd and 3rd class had no say and went along with it.

As far as what limits the power in an oligarchy... it is much the same as what limits the power in many governmental structures. The willingness of the people to go along and the possibility of revolt. If any government only caters to the wishes of the very few or the very rich, then they also need to keep the poor happy or satisfied in some way, or they will become resentful and if it gets really bad, they might rise up and take over.
