A person is your second cousin if you have the same great grandparent but not the same grandparent.

Another way to think about it is that a person is your second cousin if one of your grandparents was the brother or sister of one of the other person's grandparents.

Third cousins share a common Great Great Grandparent.

Another way to look at this is to say that third cousins are people whose parents are second cousins to each other, whose grandparents are first cousins to each other, or whose great grandparents were siblings.

If your mum/dad had a brother/sister which then had two kids of their own, those would be your cousins.

e.g

Your mum has a sister, who then had a kid. That kid would therefore be your cousin.
