What makes a highly civilized society?

Answer:

It makes a controlled society. Government that has 100% focus on the country and has to be firm and have unwavering support for a law that is put into effect. There can be no room for political decisions or lenient on who and when a individual should be prosecuted for a violation of a particular law. The government has to be "By the book", with no leaks in the system. Law enforcement should put internal affairs out of work by not being corrupt and to enforce all laws put into affect without prioritizing. Basically, Utopia without control of individuals creativity, talents/skills, and do not limit a person's life in association of the path a person's takes their life.
