To make a mirror, you simply apply a reflective coating to a base material that the coating will attach to.

The materials used to make a mirror depend upon what the mirror is used for. The most inexpensive varieties employ polished metal without any surface coating. Household mirrors use glass covered with tin, silver, copper and then paint with an activator that causes the silver and/or tin to harden.

In laser applications, technical mirrors may use silver, aluminum or (for infrared mirrors) gold coatings. Some applications require extreme reflectivity or durability, and instead use special dielectric coatings.
