A person is ticklish because of a certain brain part. On the back of the brain, there is the cerebellum. It controls feelings. There are such things as "expected sensations" and "unexpected sensations." You expect it when you tickle yourself, so you don't really care. When someone else tickles you, you don't know its gonna happen, so it tickles. Basically, being tickled is just a form of warning you about creepy crawlies.

No-one "becomes" ticklish, it is just more exposure to sensitive nerves that give you a feeling known as a tickle, which is then proclaimed that you are "ticklish".
