I would think it is not grounded correctly or has some type ofshort in it. If the steel braid caused a breaker to trip then you definitely have a short somewhere. Very dangerous and needs to be fixed immediately before someone is hurt or killed! Call a licensed electrician!

Why is the power off on on breaker when it is not flipped off?

Turning the breaker on allows the power to flow through to the outlets, lights, and appliances on that circuit, so yes power goes to and through a turned on breaker. If the breaker is off, but the main power is on, power still get to the breaker, usually from the bus bar that runs down the middle of the back of the breaker box.


No power to plugs but breakers seem all right?

Hard to tell without a tester. Have you flipped the breaker off and then back on? Sometimes they will trip but not move very much. They look like they are still on. Plugs are usually in series and the one closest to the panel may be bad and stopped the power to 1 or more rooms. There is a simple tester available to test for power. It is just a small light bulb with 2 wires attached. The wires are about 6 inches long. Just put in the outlet, one in each slot and the bulb should light if there is current. You can check the plug by touching the screws that hold the wire to it. Check the breaker by touching one wire to the outside of the breaker where the wire is attached and the other wire to the ground bar or the body of the breaker panel. Be careful in the breaker box and pay attention to where both hands are.

Check the connections to all the receptacles. On a spur, it's possible that one wire slipped off and then that breaks the circuit, not likely on a ring circuit. It is also possible that you have a GFCI (ELCB UK) in the run that might be tripped and that could bring the run down as well. Of course, the breaker might have tripped and the toggle not flipped over; try manually tripping and resetting it.


If a light switch were wired wrong would it just not work?

Depending on how it is wrongly wired, it might appear to work or appear not to work. There is a severe risk of electrocution whenever switches are incorrectly wired. Get an expert to check it and rewire it properly. If this switch is not right, perhaps all the other circuits should be checked too! I remember my ex-husband "trying" to wire a new light switch in the bathroom. Thinking he knew what he was doing, he tried wiring it like you would a wall receptical. He routed the hot wire to one end of the switch, and the neutral to the other end. (shows how much he knew) When he turned the breaker on, and flipped the wall switch, WOW, you should of seen what it did. The wires literally jumped about 7 inches high near the junction box, there was a loud "thud" and the breaker naturally tripped. I tried to tell him that you actually split the hot wire that is coming from the breaker box to the light itself and put each an end on each side of the wall switch, and the neutral runs from the breaker to the light and doesn't go near the switch at all. I told him that it's not the same as a wall receptical, but dummy wouldn't listen.
