Because water has the atom formula h20 which means 2 bits of hydrogen and 1 bit of oxygen, the fishes gills filter the oxygen out of the water and then puts it into the blood stream. You would then think that fish would die because the water would just be hydrogen but oxygen would be absorbed from the waters surface.
This means that if you see a fish putting its head above the water for no apparent reason it means the water is not oxygenated enough.

Are you sure the fish is breathing? On most cases if the fish is upside down it means the fish is dead, but might also be that the fish is ill, so go to the vet! :)
