There are many ways to connect two machines to the internet, however they require a router of some sort, whether you or your ISP provides it. If you only have a single IP address, your router must be capable of supporting Network Address Translation (NAT) if not, your ISP must give you an ip address subnet of adequate size to assign public IP's to each pc (probably not the best idea especially on Windows 98).

As for the second part of your question, it depends on the the type of software you already have and the type of network cards you have installed on the workstations. But the jist is this. A server is required, if you have a windows server you can use Remote Installation Services (RIS) which you build out an installation on a share, create your answer files, set your BootP paramaters and DHCP is configured properly. On the client side the Network Adapter (NIC) must be capable of booting from the network utilizing BootP if it cannot the NIC must be on the list of supported devices on the network boot disk. Another software capable of completing what you are looking for is GHOST. Ghose is a 3rd party software and while the boot process is the same, it loads an image on the machine so installing to vastly different machines (in terms of hardware) is not practical with ghost. However if the machines are the same, the ghost installation is much quicker.
