I have found that cows leave good drops - they drop cowhides and raw meat, every time. Some other NPCs will sometimes leave drops that are individually much more valuable, but most of the time you get nothing. However, some other options for free-to-play are: chickens; wizards (mainly the wizards in the wizard tower, and the 4 element wizards); and cockroach soldiers. Cockroach soldiers are fairly high-level, and therefore hard to kill; but now and then they drop rune scimitars.
