Kentucky Black Bears don't hibernate. At least not the ones in SE Kentucky. They do tend to get into a state of torpor. Kentucky Bears reduce their range in winter and males tend to roam throughout the year. The question should be what drives bears to hibernate. FOOD! Or the lack thereof. As long as bears can find enough, they will avoid hibernation.
Sows will go to den because of the cubs or to conserve energy to bear young. Since right now the litter size is from 2 to 5 cubs, Kentucky bears are well fed. If bears do go to den, the most likely time would be at the end of December or in January (boars or males). Sows go to Den by early December. They will avoid human food or scraps in this last two weeks and feed on mast (nuts) and other food high in the vitamins and nutrition they need for hibernation.
Last year in 2010 the third week of December in about four inches of snow, I found tracks of a young bear (four inches wide) in the snow. The week before I found bear sign from bears actively feeding on red acorns (droppings, claw marks on trees). So this was the middle of December and beyond and Kentucky bears were still active.
