It targets the traps (your back muscles) biceps are used also *Correction... Actually, it targets your Latissimus dorsi. Hense the name "Lat pull down"... This muscle is lower then your traps.

The Lats are worked in a pull down. Indirectly, shoulders and biceps are also, but not nearly to the same degree.
