Most regions have what amounts to being a "young persons orchestra" that plays the major works like a normal professional symphony would, except that the musicians are kids (under 18).

It depends on the orchestra. There are orchestras designed for kids, such as the Chicago Symphony Youth Orchestra, but children can often join local orchestras if they are good enough. Children don't generally join large professional orchestras due to their ability as well as the work load, but there isn't always a specific age you have to be. Most people in large professional orchestras are well past college age, although there are exceptions such as Keith Buncke, who joined the CSO when he was 21. Obviously prodigies can perform with great orchestras at young ages so there isn't exactly an age limit.
