I'll suggest the best paint for a cellar door (interior or exterior) would be an oil base enamel. Before applying ensure that the doors are free of rust and peeling and rough up the old surface with a strong wire brush or coarse grit emery sandpaper. If you have cause to suspect the prior paint was a latex do not apply the oil base paint directly. You must first apply a primer. A roller will do a better job than a brush. Or you may use a spray paint.
An oil base paint will serve you best to provide protection against any dampness and possible rust.
If you choose a paint suitable for both. Rustoleum or Tremclad should do the trick
