I think the people who were involved in Shays' Rebellion were Farmers who didn't want to pay taxes that they could not afford so they threw a riot! And The Federal Troops were also involved!

Shays's rebellion consisted of poor white farmers from Massachusetts who were, ironically, angry with the way SAM ADAMS was running the state. The economy after the war was awful. Inflation was high and, under the Articles of Confederation, the central government was unable to enforce anything.
