If by welfare, you mean the TANF program, in 2010 there was a total of around 4.4million people of all races receiving aid. If 34% of recipients are black, that means around 1.5 million black people are on TANF. There are about 9.4 million black households in the United States. Therefore the percentage of black households that are on TANF would be close to 16%. The actual number of people might be different depending on the average number of people in a household.
According to the 2010 Census, 13.6% identify themselves as Black or African-American. This includes those that identified themselves as Latino. Nearly all South American countries have black populations. Those that identifies themselves exclusively as Black or African American was 12.6%. However, 0.6% of those identified themselves as White African-Americans (think of South Africa). Therefore, if you're looking for the percentage of US residents with black skin, 13.0% is the most accurate figure. But this obviously does not include very dark-skinned Latinos that refuse to identify themselves as Black.
If you use those who are supported by Temporary Assistance to Needy Families (TANF)--best described as a federal largess to indigent families with dependent children--as stated by the Dept. of Health the data suggests 1.7% of the total population that derive over 50% of their income from Welfare supports.
The number stated that receive any portion of their support from from welfare assistance--including food stamps--it is 29,900,000 or roughly 8% of the total population in the United States.

The strictest sense of the term though would be those getting income directly from the U.S. Dept. of Health and Human Services which is about 8% of the total population that receives some form of assistance and 1.7% that receive most of their income (50% or more) from these programs.
Programs like unemployment insurance or social security payments can technically be counted as "welfare" in some instances though they are differentiated from federal programs like TANF or food stamps.
Problems with the above answer:
There are 319 million people in the USA. 8% of 319 million is 25 million people Caucasians at 29million plus AA at 29 million plus others at 17 million does not add up to 25 million. That's 75 million or 23.5% of the total population.
I honestly don’t think we’re going to be able to find that answer out. Because whenever someone asks what percentage of blacks are on welfare what we’re told is what percent of welfare participants are black. They constantly ignore this question. My assumption is because it’s around 75%. But that is just an assumption.
The percent of those in welfare that are black is ~37%. What % of blacks are on welafre.... I don't know.
