The BSA states " Not every boy who joins a Boy Scout troop earns the Eagle Scout rank; only about 5 percent of all Boy Scouts do so. "

In 2010 there were 898,186 Boy Scouts and 56,176 Eagle Scout awards presented, thus it would appear to be 6.2%. But male Venturers who earned First Class in a troop can continue to work towards Eagle Scout while in a crew. There were a total of 238,846 Venturers, but we don't know how many were eligible, but the percentage goes down.

As of 2008 (the last year I have totals), there had been 83,486,083 Scouts since 1911 and 1,880,905 Scouts had earned Eagle Scout, making it 2.2% for the total.

While only 2 to 4 % of all boys that enter Boy Scouts, earn the Eagle rank. Boy Scouts of America just announced the 2,000,000 Eagle Scout (2009). In the US, with a population of about 305,000,000, that comes out to be about .65% of the US population is an Eagle Scout.

The above percentage is incorrect, while the Boy Scouts of America may have just announced its 2,000,000th Eagle Scout that is the number of Eagle Scouts since the beginning of Boy Scouts of America. However, 305,000,000 is only the current population of the United States. Therefore the percentage of Eagle Scouts in the United States would be far lower than .65% (unless of course everyone that was born after 2/8/1910 is still alive today).

Did You Know: Only 12 people have walked on the Moon. Two of them are Eagle Scouts, Neil Armstrong and Charles Duke Jr. (as is James Lovell Jr, Apollo 13 Commander, who flew to the moon and safely returned).

As of 2011 there were 1.5 million Cub Scouts with 223K Tigers, 747K Cubs (Wolves and Bears - 2 years), and 612K WEBELOS (also 2 age groups) so about 300K Web II's finish Cub Scouts each year.

Boy Scouts had 909K members in 2011, aged 11-18 (the BSA does not break them down by rank or age) with about 50,000 earning Eagle per year. It is not clear how many of the total number of Boy Scouts had been Cub Scouts, although I think it most likely is a very high percentage.

So every year about 5% of current Boy Scouts earn Eagle but the total percentage is higher since each member is a scout for several years. If we assume that all Boy Scouts were once one of the 300K "bridging" WEBELOS II's (which would not be completely accurate but is probably not horribly wrong) then about 50K of them will earn Eagle, or 16%.
