In the real world, the term means absolutely nothing. Sure, the dealer can give you a cute little certificate that says it's a genuine used car and it can say anything else that he wants to put there, but in the end it all comes down to the reputation of the dealer and what he will do for you. You would be far better off if you took a good mechanic with you to look at cars.
