the power to wage wars, make peace, sign treaties, and issue money
the national government could not enforce public order. each state had its own local militia. the national government could not create an army or a navy. therefore the united states had no military force to enforce its right in dealing with other nations. there were many problems with other nation Spain which ow-end Florida and the city of New Orleans and other southern land areas would not allow American framers in the west to ship their goods down the Mississippi river to new Orleans to be shipped to other nations. Britain had signed the treaty of Paris in 1783 but refused to abide by pay of the agreement. for example, they insisted on leaving fur trading posts in new york.
