My guess is Franklin Roosevelt. There is not much reason for a president to own a car while he lives in the White House. Harding knew how to drive when he became president but I do not know that he kept a car once he was president. Coolidge never learned to drive, so I don't think he would own a car while he was president. I know that FDR owned a special car with hand controls that he used when was at his little white house in Warm Springs, GA.

James Madison was the President who needed a new home due to the burning of the White House in 1812. He accepted the offer of Colonel John Tayloe to move into a house that Tayloe owned in Washington known as the Octagon House. The house is located at 18th and New York Ave, NW and has been restored to its original appearance and is open as a museum on a limited basis.
President Madison lived in what is now called the Octagon House located at 18th Street and New York Avenue in Washington. Colonel John Tayloe owned the house at the time, in 1814 and offered it as a temporary Executive Mansion.
