The Washington Proclamation was issued on October 3, 1789. The second U.S. President to issue a proclamation to the same effect was 16th U.S. President Abraham Lincoln [February 12, 1809-April 15, 1865]. The Lincoln Proclamation was issued on October 3, 1865. The 32nd U.S. President, Franklin Delano Roosevelt [January 30, 1882-April 12, 1954], didn't issue a proclamation. He instead saw to it that the day became a federal holiday by law [55 Stat 862] of December 26, 1941.
